She said the drugs had not been used in her own country and that her father's side-effects were'very uncommon'.
'In this case, they were being sold in a foreign country and I'm sure they were being sold in the United States,' she said.
Mabie said it was not the first time Phelan had been arrested.
'We have not seen anything wrong with this. I was brought up in the first place by my father and I was brought to a state prison in Johannesburg,' she said. 'It is a very unusual time to be a member of the African Healthcare Authority, but I've been brought in to a state prison and I've been to the state prison twice.
'The drugs are really quite safe and we are not taking them for personal use. They are really safe in a foreign country and we are not taking them for personal use.'
Phelan's lawyer said she had asked the South African Customs and Border Protection (CBP) for a licence to sell the drugs.
'I am not an advocate for the use of drugs in the South African context, and I've asked the authorities to do so, and I am also not an expert in that area,' Phelan said.
In her first press conference after her arrest, Phelan said she was not involved in any other investigations but had been arrested at the altitude of 12,600 meters. She said she believed she had been arrested for her role in encouraging the sale of Viagra.
But Phelan said she was not involved in any other investigations and that she had been arrested on 27 June when she was arrested in the Johannesburg, the city of Johannesburg.
